The IETF has engaged into a contextual position review through the WG/IANAPLAN. Some mails, exchanged there, document the need of a technology documentation and extension fork between the Internet design and the networking intelligence universal/uniform use. The internet is one of the key elements of this "IUse", but is not the only one anymore.
This means there is an Internet Governance on one side, and a broader need for a Networking Intelligence Convergence.
